Citibank has dominated Paraguay's banking sector for as long as anybody can remember. It's the largest bank in the country, with $34 million of shareholders' equity, on which it made a healthy return of 23.5% in 2002. That's 45.8% of the total net earnings of the entire Paraguayan banking system.
