For most of the past two decades, UK primary markets have been an institutional affair. Retail investors were routinely left out of IPOs, placings and follow-on raises. When they were included, they usually came in late, through a separate tranche and on worse terms. Meanwhile, UK households hold hundreds of billions of pounds in cash and ISA balances that earn little and finance nothing. As policymakers worked to revive the London market, the absence of retail capital was one of its most obvious structural gaps.
