Bosnia to apply for EU membership in spring-2009 at earliest. Bosnia might apply for a full-fledged EU membership in the spring of 2009 at the earliest, foreign minister Sven Alkalaj stated. Under earlier plans of state PM Nikola Spiric, the application was to be submitted by end-2008. Alkalaj explained that by June the new High Representative to the country would be known, while by then the authorities would have enough time to speed up and implement the major reforms, which are required by the EU. We note that Bosnia signed the Stabilisation and Association Agreement on Jun 16, while the tripartite state presidency ratified the agreement on Nov 6. Although the agreement signature was the first successful formal step towards obtaining a full-fledged membership in the EU, the authorities continue to be criticised over slow reforms, lack of political consensus, and extraordinary political pressures, which distracts the country from the fast implementation of the reforms.
